I want to see if I can find an old game I used to play. You were the blue allies, and the enemy was red. you would recruit 1 type of solder from 6 different options, and save them up to go attack the enemy bases. A ring shaped progress bar would go around your tower to show how long it took to recruit the unit, and when you sent your units to attack the base would rise out of the ground and the units would come out. if you had enough XP, you could get more bases or do an air strike somewhere. if you know what this game is called, tell me please.
I couldn't pinpoint the exact game based on the description, but I found a Reddit thread discussing a similar concept of a war game with red and blue teams. You might want to check it out. It could help jog your memory or lead you to the right title! Let me know if you'd like me to dig deeper.
That sounds a lot like Colony or Colony 2, a Flash game from back in the day. It had blue and red factions, unit recruitment with a progress bar, and bases rising from the ground when deploying troops. If that’s not the one, maybe something similar from the era?
