Well, I'd have to say Baby Luigi from what I've seen on Mariokart. He is awesome.

I also like them both. Some games, Luigi is more talkative and seems cooler than Mario. Others, Mario is just better like Smash Bros. I Choose Mario over Luigi in that game.
