First of all, it would help to know what exactly you mean by "out of school youths."

And exactly what you want to know.

As it is, it's very...open for interpretation and flimsy.

I was about to post exactly what Devoidless said. :/
Out of school youth, as in kids that never go to school, or kids that just drops out, or?
Clarifications, please?

I can offer no opinion without clearer definition of the term. Are we discussing dropouts?

I think what he means is youths or their parents who has no money to pay for an education - Poverty - or Youths who are into drugs (no direction in Life). My opinion,... they did not choose their 'destiny' so to speak. In the end the Govt. is to blame (corruption, Criminal-State...) What we should do? Well, take it one person at a time (as I have done) You can give them hope, advice (the funny thing is, the downtrodden is Very Honest and Very Loyal, when u got to know them deeply) ...by giving them jobs they will have a sense of responsibility and the value of money.

This topic is very confusing. I'm guessing you mean drop outs at a young age. I think its a horrible idea to drop out. It's bad in terms of education and getting decent work.

shenanigans

Sorry, I love that word..

I think he means home-schooling. But who knows.
