3. If the idea is new and will not be locked, start new thread.

If everyone does this before posting the ideas, There will be hardly any new locked threads.

doesn't mean that this will stop locked threads due to spamming or flaming. this will only try to prevent trolling when i'd guess trolls wouldn't even look at this

if you have an idea then make it a thread. you shouldn't have to ask permission to.

The purplose of the asking is so if it has already been done, someone can say something and prevent duplicate threads.

if a duplicate is dead (past page 4-5) you can make another. there is already a Common Suggestions thread
