We have a law dictating that if you own a game, you can copy it, for not ruining the original. This includes roms. And we live in the country of: "If it's not permitted, it's forbidden". Sounds weird, that in the USA there is not a law about this.
It is illegal to download roms off any site, even though you own the game. You are only allowed to make a single back-up copy of your game, which must be tied to your original copy.
Though the chances of you getting chased aren't high, unless you intend on distributing.
Posting a disclaimer will not protect you. The twenty-four hour rule is bogus. As soon as that game is finished downloading, you have committed a "crime".
