And lastly, just because someone didn't hand-draw everything doesn't mean it wasn't very difficult to edit or change the picture. I work with 2D art and I can't draw, but am able to create stunning works of art which take a lot of time and knowledge to create.

No, not really. We need all artists to credit the images, brushes and so on they use in their images (if they are not default) to show what he can't take credit for himself. We need to know where he got it. Otherwise it will be the case of "But I edited, I own it" which is untrue. All sources for stock images and so on should be linked to under our rules.

Wrong place if you are looking for professionals, really. Our target group is between 13 and 25 or something similar, and there are many teens (not that it say much about how mature it is). Casual art more than anything else.

Sure, this is especially why we reserve the right to 'demand' sources and methods. We'd also like to know, and it's helpful, on the occasions that the poster actually did it themselves. Unfortunately, quite often it turned out to be a case of art theft, so there you go.
Finally that image looks like a 3D-rendered model. As far as I know, GIMP doesn't create 3D models, so unless you're showcasing something about GIMP's functions in something you did to said model (e.g. you used GIMP to create the texture maps perhaps?), you're off-topic. As you may now have guessed, this is an invitation for you to address my concerns.
