The woman there is a splicer -- specifically, a Rosebud splicers. They're insane enemies that always mutter to themselves about how they're looking for their lost daughters...(who have become genetically altered!)

Whether or not that little sister is actually her "baby"? Heh. Not anymore.

Lol, no worries. It is conceptual. The second picture is a composite of images, some from the game and a bit from elsewhere. I wanted a kind of strange texture.
