There is no "wizard" smiley in either the initial list or the energy shop. If you are seeing such a smiley, you are either actually seeing an existing smiley or there is a cheat which would allow such a smiley. I don't know any cheats, but maybe someone else knows where the "wizard" smiley comes from.
The wizard smiley is obtained by finding a magic coin. There is a generator that randomly puts magic coins in place of gold coins. Your chances of getting a wizard smiley is 2% for every magic coin you get.
