I'm pretty sure Noteflight is a good website, my band teacher and just about every music savy person I know uses it. You have to get an account, but I'm 99% sure it is free.
FL Studio is the best thing if you want to do anything besides -exclusively- orchestral music--or at least, it's the only one I'm familiar with and have used for music (Cubase is supposed to be really good too, and so is Ableton Live, but I've never used those). You'll have to do quite a bit of VST-hunting if you're looking for really good guitars or other instruments, but FL Studio is pretty powerful, great for mixing/mastering, and has lots and lots of options because of VST compatibility. Very very good for electronic music and beats, stuff like that.
If you want to write sheet music (which plays back as a midi) then I would have to suggest Sibelius. Obviously only the demo is free (you can't save, which is irritating) but it is an awesome program.

Well, I think I used a program called tune jam orsomthing like that. Its ok, but then Again I was using the free version. The paid versionis 20 dollers, but I suspect it to be better.
