The animation thing? Is this the thing that is actually build in into GIMP, or the addon? Because the build in thing just works like regular layer animation. One layer = one frame. Then you go to filters > (Animation?) > Playback to check it out.
The add-on is free. and should run a lot better. Anyway. Yup. Up in the regular bar in the drawing area. There will be a drop-down saying "Filter", and near the bottom of the list, you will see "Animation", which will lead to "Playback" and "Optimize" which will be useful.
When you are done, or when you want a proper overlook of what you have been doing (Since the playback function is kinda screwy), you save it as a gif, as animation and either with each layer being a new frame, or, if you have optimized successfully, just as a regular animation. I don't think it will help anything to change the frame rate at this point.
