Every time I kill one member, the other pawns my team with an amazing spell that deals about 1500 damage. After only 3 times, my team is dead. Besides, he doesn't react to poison. I am level 21 bio and a mix of poison and strength.
My action bar is:
Leading strike
Destroy
reform
Crystallize
Toxicant form
Predator form
Anaesthetic
Break

(little help here plz????)

Drop destroy for a start. Get vicious strike (you know what I mean), and Shadow Blend. Drop the poison skills... except toxicant form, you can still use that damage increase. Respec for strength (for all attacks) and speed (for Shadow Blend, obviously), and vitality obviously (you evidently need moar hp to survive)

put skill points in what's needed to get whjat you'll need.
Max out the passive skill that gives you focus and health every turn. I'll keep leading strike in case you need moar focus

Use the skills in this order;
Predator form
Toxicant form (it lasts 3 turns, not 4)
Shadow Blend
Two vicious strikes.... one on each

Your action bar should look like this

Leading strike
Vicious strike *2
Toxicant form
Shadow blend
You can fill the other slots with whatever you need as long as it causes damage. I recommend break. You might want agile exposure as well.

I have the same broblem but the city council spell doesnt deal 1500 damage against me. It deals about 10000 and it can one shot my characters.

I tried dalekspartas tactic but it doesnt work. Any other Bio tactics?

Crystallize one, attack the other, then withdrawl the guy who was cystallized.

You want to try to kill them equally, if one dies before the other, you have about about 3-4 turns before they court order you...killing you.

An yeah, stunnign will help a lot...I guess another way is to have your teammates quickly killl one, crystalize the other, and withdrawl nuke him.

I don't play bio much though~

You're all overlooking the point and making it complicated. You need to get them close before death before killing one. So what I did was:

Get them both down to 1,000 health. Kill one, the other one casts the spell, then I kill that one.

I found a glitch in city councils... sometimes city councils moved twice in a row when they are supposed to move in turn with my team... the glitch is so awful that the city councils attacked my team twice and I had to see Veradux being killed without being able to move.

@Humblekill - get Overdrive, 2/2 Retrograde, Maxed Shock Coma, As much electrical storm as possible, and 1/4 High Voltage, and 1/2 or 2/2 Traumatize.

Equip 1 Retrograde, 2 Shock Coma, 2 Electrical Storm, 2 High Voltage, and 1 Traumatize.

Put Veradux on Phalanx. This is very important because he can dispel the effect.

Use this combo: Traumatize --> High Voltage --> High Voltage --> Shock Coma --> Shock Coma --> High Voltage --> Retrograde. This damages the opponent for 120% of their health.

Use Electrical Storm on the other City Council. Then, Traumatize him when he has full focus, and repeat the combo, hoping he kills another team member instead of you.

@LiviaDrusilla - It's not a glitch, it's part of the way the game is set up - you move in turn, and whoever's side has the more speed, that moves first, so here's a better explanation.

Turn 1 - your team has more speed.
You move with a buff that raises speed, then they move. After the turn, the buff expires, so your team now has less speed.

Turn 2 - They now have more speed
They move, then you move.

So it looks like they move twice but it's just the game mechanics.

I have a trouble beating City Council.
Lv 21 Biological
Vitality 98
Strength 188
Speed 220

My combat bar:
Leading Strike
Withdrawl 4/4
2 Crystallize 3/3
Shadow Blend 1/4
Break 2/2
2 Adrenaline 2/3

I also have:
Vicious Strike 1/4
Disrupt 2/2
Slash 1/4
Corrosion 1/4
Envenom 1/4
Infect 1/4
Sharp Senses 1/4

I have played with Veradux and Felicity.
I really need a detailed walkthrough!

Keep 1 Crystallized the entire time while you beat the other with break and leading strike. Once you have one killed, keep the other Crystallized and use Break whenever possible. Use Envenom and Infect to cancel healing. It will be a long battle, but the envenom and Infect will deal damage in between Crystallizes and cancel the healing. Might want to re-spec.

I tried your way, Einfach, but I and my team members still get killed. The problem begins when one city council dies and the other uses State of Emergency. How should I deal with it?

You should have one stunned the entire time. Make sure you have the passive focus recovery skill maxed. You will deal damage and suppress his healing between crystallizes.
