Every time I kill one member, the other pawns my team with an amazing spell that deals about 1500 damage. After only 3 times, my team is dead. Besides, he doesn't react to poison. I am level 21 bio and a mix of poison and strength. My action bar is: Leading strike Destroy reform Crystallize Toxicant form Predator form Anaesthetic Break

Guys the city council is easy compared to the twin guardians which are an upgraded version of the city council. Use the speed bio combo on biological and crystallize the other one until withdraw is back. DO NOT USE FELICITY! She has no health. Or on psycho use the shock coma combo on one and traumatize. Or you could wait out the buff for 99 turns....
if your talking abot sonny2 yh i beat him and the whole game in 1 day i kill him with avenger form and guardian form use slam untile your mana wastes and then hit him with bloodsheld if you have it if you dont try to level up and get it and thats how i win
Get crystallize and constantly crystallize one of the councils. Use envenom (several times), toxicant form, and other poison skills and let your teammates (roald) do most of the damage. Get reform if you need to, it's a very good move. Maybe withdraw too, for healing and focus regen. Anyway, it should be easy enough to kill one. However, you want to kill both at a constant rate, to be ready for later. Once you kill one, the other uses his state of emergency buff that lets him gain focus and use 1 hit KO moves. Constantly use a mix of crystallize and break on him to keep him stun-locked. Let Vera and Roald hit him the hardest when he is concussed instead of crystallized. Soon you'll get him, unless break misses.
