An immensely vast space-faring religious hegemony, consisting of seven different species over the course of time. After a Jackal ship brought a human onto the mobile city, High Charity, the Prophets Truth, Mercy, and the newly initiated Regret, ordered the destruction of the species of which did not believe in their religion. So began a war that lasted for years on end. the war saw the beginning of the Spartan I, the end of Spartan I, and the Beginning/end of Spartan II. After the Flood wiped out the Brutes, the covenant dispersed, but not before reducing the humans to only one planet, Earth.
The Locust Horde.
Humanoid species, born with brutal tactics implanted in their DNA. Coming in many shapes and sizes, the Locust were a formidable threat to the COG when attempting to escape the Iambent Locust. Marcus Fenix and Delta Squad led their men into the Locust Hollow following a lightmass bomb explosion, in an attempt to stop the crippled locust once and for all. The locust fought back with an immense rift worm, and skorge, the leader of the Locust Kantus variation. Delta Squad killed Skorge, and flooded the Hollows, but not after having their population of earth dwindle to less than a continent.
The two factions never met each other in conflict, but if they did, who would win?

for the sake of the topic, i'll create a scenario.
the locust beat the COG on Sera, however the hammer of dawn satilites are destroyed due to a fail-safe installed during E-Day. the covenant (not yet meeting the earthling humans) detect a large amount of radiation and decide to investigate the area. So they come upon the planet of Sera, of which the Locust are living on the surface, with the Iambent below.

While i did personally pick the Covenant to win, It wouldnt end like THAAAT. do you even know what the Rings were created to do? they were created as a last-ditch move by the forerunners to destroy the flood! They arent like the death star!
the flood only care for themselves! and they arent even in this! the flood are the enemies of all who arent flood! they arent the pets of the Covenant! and they have to have conflict. thats the rule.
Anyone who thinks otherwise is taking guesses on their infantry (Which would make for a much more interesting contest, to be honest), or only played two or three levels of Halo and didn't reach or pay much attention to the parts in space. The Covenant have guns. In space. Big ones. The total obliteration of the planet would be a joke given enough time to blast at it... and considering the Locust have no method of space travel or defense...

i Dont Think The Flood Would Fare As Well If They Were Stranded On A Defenseless Planet With No Way To Escape, And The locust Cant Instantly Kill And Convert Soldiers Even If They Were To Fight Face To face.
