An immensely vast space-faring religious hegemony, consisting of seven different species over the course of time. After a Jackal ship brought a human onto the mobile city, High Charity, the Prophets Truth, Mercy, and the newly initiated Regret, ordered the destruction of the species of which did not believe in their religion. So began a war that lasted for years on end. the war saw the beginning of the Spartan I, the end of Spartan I, and the Beginning/end of Spartan II. After the Flood wiped out the Brutes, the covenant dispersed, but not before reducing the humans to only one planet, Earth.
The Locust Horde.
Humanoid species, born with brutal tactics implanted in their DNA. Coming in many shapes and sizes, the Locust were a formidable threat to the COG when attempting to escape the Iambent Locust. Marcus Fenix and Delta Squad led their men into the Locust Hollow following a lightmass bomb explosion, in an attempt to stop the crippled locust once and for all. The locust fought back with an immense rift worm, and skorge, the leader of the Locust Kantus variation. Delta Squad killed Skorge, and flooded the Hollows, but not after having their population of earth dwindle to less than a continent.
The two factions never met each other in conflict, but if they did, who would win?

It's probably gonna be the Locust. Covenants guys are cool and all, and they have good technology, but the Locust are downright mean. If a Jackal ever comes up behind me and curb stomps me, I'll change my mind. The Covenant guys are tough and smart and yadda yadda yadda, but they just aren't mean enough.
A really good question... if by the covenant you include everyone, the elites, grunts, hunters, jackels and all that... it would be an awesome fight... but just the elites idk. The covenant have far more superior air power lol... so that could probably crush the locust. But if it was just a ground war the locust would probably win after a long brutal fight.
You see what I mean. Covenant would need to get meaner if they wanted to actually accomplish anything. You can have all the spaceships and lasers you want, but unless you're PO'd enough to use them, they (and you) are useless.
You gotta remember, the locust are mean and all, but HIGHLY unorganized. The covenent have their own religion, way of life, yadda yadda yadda, And they are very tactical. The only advantage the locust have is their underground burrowing. Also note that the covenent may seem like cute little bunnies compared to the locust, however this is not true. One example is the brutes, who would NOT be afraid to go brezerk and kick locust butt.

There are about twelve shitloads of wrong in that statement. The Flood is a parasite, its existence is driven to making itself the only lifeform in existence. They infect the brains of living things and take total control. Locust are living things. only infection forms can create combat forms from life forms, and they explode on contact with a shield. Locusts dont have shields. go play "floodgate" on Halo 3 and you'll see what i'm talking about.
And the Covenant have much stronger soldiers and PLASMA weapons. the Locust have scavenged BALLISTIC BULLET weapons. which wins, metal, or a material that can melt rock?

Ugh, did you NOT read the quick history in the beginning? The Prophets are immensely numerous, and there can only be 3 in power at a time. Regret would also shoot plasma guns, fuel rod canons, and a space laser into skorge before his brain could send the order to his limbs to move into attack.

It may seem unhonorable, but the Covenant would probably win the war before it even started. They glass planets with immense lasers from their star ships. The UNSC had space technology, so the ships had to convert their power to shields and weapons to do battle with them, thats why they stood a chance (the UNSC).
Not MEAN enough? Do you KNOW what brutes do to their prisoners? I mean, what the Locust did to Tai was bad, but the brutes are much...MUCH worse! And a war is not won by curb stomping. it is won by who can snipe the guy's head off with a beam rifle before they can think about curb-stomping. (jackals are excellent snipers. go play "outskirts" on legendary (halo 2) and try to get past sniper alley. go on. i dare you.)
I think it is also in my best intentions to add a small amount of other info on the two factions.
Locust RiftWorm
This bad boy is as big as a 2 story building, and 2 miles long. Marcus Fenix and Delta were swallowed, but were able to kill the beast by severing its hearts. The RiftWorm's skin is inpenetrable to ballistic fire, but plasma fire is unknown of effects.

These bad-ass mother fuckers dont play around. While being immune to homing projectiles, grenade sticks (dont try that grenade jab thing, it'll just fall off) Equipped with Fuel Rod canons, Plasma mini-guns, and the legendary gravity hammer, these beasts are most efficiently (but not always easily) defeated with a beam rifle shot to the helmet, knocking it off, then a headshot to the exposed cranium. This is often difficult due to the Chieftain being extremely dexterous and agile.
i think the covenant would win for several reasons:
they have energy shields (locust do not) they have more advanced weapons (locust have modern weapons from GoW anyways) they have a planet full of covenant (locust were born on planet that already had people on it) they can glass a planet (nuff said)
anyways i think locust, if it was limited to ground fighting the locusts would win. they have reavers wich not as heavily armed can out-manuver a banshee by a mile , not to mention rip it to shreds.
the main covenant troops wich make up at least the majority of all thier troops are grunts and grunts just plain suck, i doubt grunts would win even if it was literallylike 3 or 4 to one.
brumacks are just plain awesome , id like to see anything short of a scarab take that out and lets face it how many scarabs do you think the covenant could deploy to how many brumacks the locusts have.
troika turrets are miles better than energy turrets so locusts could secure locations easier, they can emerge anywhere on the ground, in less than 5 mins a whole army could be deployed- it takes much longer for covenant phantoms to fly in for support.

if thats so true why do all the human weapons in halo 3 keep pace with covenant weapons and in many casses outclass them by a mile ( sniper vs beam rifle , battelrifle vs carbine anyone?)
the only troops that would stand a chance against locusts are hunters, elites ,jackels and to a lesser degree brutes.
had the locusts had a fleet they would wipe the covenant of the face of the galaxy
I would have to go with the locusts on this one. Every one keeps talking about the lasers from space, but what good are they when the enemy is under ground. The covenant would have to land and go under ground to try and win.
