I see something. It just wasn't the picture or the linked period.

Very well, a bit of feedback on the 'Evil villain' drawing of yours.
As a normal character he would rock. The style seems to work well with you, as he looks pretty great.
As a villain he fails. I know you say he doesn't look very villainous, but nothing? No signs of any sort of maliciousness? As some have pointed out, unless you wrote he's evil, it's kind of hard to see it. Perhaps make him 'appear' nice but do something to him (Something small) to show he's hiding something. Like:
1. Mismatched eyes (that's so weird...)
2. A shirt pocket that's dripping liquid
3. A little tattoo slightly slipping over his collar, something mysterious...
I'm just sprouting examples here, you don't have to use them.
The time detonator is not easily recognizable. It looks more like a pen than something that will cause misery and death. Perhaps show the red button a bit?
Otherwise it's a good art piece, but if you decide to ever use him again to do some mischief, you have to tweak him a bit.
I don't have much time, so I'll make my criticism on the Lugia short:
It's beautiful, and I find flawless, except that the eye (It's closed, but still) is a bit small. And the sun (unless that was done on purpose) is a bit uneven.
I am still content with completing Platinum and co. I have two Pokemon game addicts as friends... One of them can draw every single one by heart.
