If you want to piss off someone, use it. If you are a ***** rookie n00b player, use it. If you have some brain diseases, use it. In all opposite cases don't even think about it.

You use it to either: Explore content in the Campaign / Skirmish Modes (non-Multiplayer). Fight friends in a private match (either as a joke or as a cheat-wars). To have fun in Campaign etc.
Oh, and I am not talking about Cheat-Engine or anything. I am talking about specific codes like in GTA: San Andreas, I don't appreciate cheaters who use any outside program as I am sure it isn't against some form of EULA and such, not just that, but they would've probably made their own cheat codes if it were so hard.
I don't think cheat codes are good because if you think about it, your not actually beating the Game/Level or whatever your using it for, your cheating. It's just like cheating on a test but you can't get in trouble.
Online I would never use them and would hate for others to use them while playing with or against me.
Offline, by myself, I think they can add some fun at times. I used to use them all the time, but now I will only use them once I beat a game so I can go back (if I want) and play as reckless as I want.
I've never understood why some people are so against others that use them. If you aren't troubling anyone else it doesn't matter how you play or what you do.

Eh... sometimes good, sometimes bad. Sometimes it's to unlock some feature that you would never unlock unless you played 24/7 for weeks on end to the average gamer.... I don't usually condone them, but every once in awhile it can be good. Especially if you have already whooped teh crap out of a game, cheat codes can lead to a new game experience with out ruining the main gameplay!
